A Raleigh man was arrested Tuesday and charged with 12 counts of rape and other sexual assaults that occurred over nearly 10 years. Authorities issued an arrest warrant for 59-year-old Rickey Hall on Nov. 16 and arrested him Tuesday. Raleigh police said Hall kidnapped, sexually assaulted and raped women between 1995 and 2004.
